Earthquake or fog?

Recently we had an earthquake in Texas, or so I read in the news.  TXU received an offer they couldn’t refuse (or at least voted to accept, barring any better offers), and agreed to cancel eight of their proposed eleven coal plants.  It would be one of the largest corporate buyouts- so exciting to see such fast change for a bullheaded company that didn’t want to listen to the communities surrounding their current and future facilities. My main concern remains with all of the possible outs in this deal.  The momentum within the community against the coal plants will fade, but will the plants really be canceled?  If the deal falls through, we still don’t want these coal plants!  But even if the buyout happens, those three remaining proposed coal plants are of the dirtiest sort.  Removing eight proposed plants is good, removing eleven is better.
